The composition of energy gel is different from different brands and you can check the nutrition information from their websites to make comparison.
Although a chocolate bar provides more energy than a pack of energy gel, it is more difficult to be digested because of the high fat content. The size of chocolate bar is bigger than a pack of gel. Besides, it will melt in your pocket/arm wallet and you can imagine the clumsiness of eating a melted chocolate bar (without water) during a race.
However, it is just a personal choice and if you find eating chocolate bar or candy makes you feel good during the race, then just go ahead. I think there is no right or wrong.
For electrolyte replenishment, I think sport drink at water station can get the job done.
