I do not know of a route measuring app with offline maps. You can cache google map for offline use, but the distance measuring tool is no longer available on google map. To cache a local map, open Maps while you are online, zoom to an area of map that you want to save, hit the Search box, scroll to the bottom of the page, and hit "Make this map area available offline".
I also find the follow app useful if you are offline. The app "My Tracks" can save your route using ONLY gps (no wifi, no data, no phone signal):

I use it when I run and don't have my garmin with me. Because it is offline with GPS only you won't see a map, but you can export the saved route afterward to mapping/training softwares. |
