This year the quota allocation method is different, for those who has completed 2011 cross harbour race has the priority to earn a participant swimming cap without water test.
The orgnaizer web site states the allocation of Entry Quota for Each Event:
The number of quotas assigned to each category (Individual: Open, Each Age Group; Team) will be decided on a pro rata basis according to the number of applications of each category.
Groups of Application in priority
a. Successfully Completed the New World Harbour Race 2011
b. Priority Application (reminding 50% quota)
c. Time Trial (reminding 50% quota)
Last year, after the water trial, before the race 2011. I has made an analysis in this post:

If using the last year analysis, "If it would have been over 1506 quota for the race, then all the applicants could get a place". So the increase in number of quota would help to entertain more applicants this year. Of course, the water Trial is anotehr safety meansure for the organizer to control its risk.
The analysis may not serve as a good predictor because:
1. Number of Team members has been changed from 3 to 2 swimmers.
2. Those who has the 2011 completion certificate will not in the water Trial.
3. Differnt categories' number of participants distribution would also be changed because this year is more easy to form a team and so the time would be faster.
Another thing that I appreciated the organizer a lot is: it stated clearly already last year that it aimed to make the cross harbour race to be an event have the "M-mark". So the number of quota sould be continuouly increased and more forigen swimmers would be accepted.
I just pay the fee for my wife and myself this afternoon. My wife has to take the time trial because she did not participate in the New World Harbour Race 2011, her recipt is "Water Test recipt". But my recipt is "Entry fee recipt" and at least the girl who processed my application told me that I do not need time trial.
So last year's trial is worth, I expect it would be even more tough competition with shorter time in order to get a participant swimming cap in this year.
But anyway, this was what I thought last year:
If I try, I may get a place. If I do not try, I do not get a place at all.
I believe most of you do not care so much the Wather Trial fee.
