The point is, if the rules are set, you should follow it.
If HKAAA wants to split 12000 runners into half, another way will be to set the time to 4:30 or 5:00 instead of 4:00
BUT if HKAAA sets the time to 4:00, then it is the runner's own responsibility to apply for the correct group
It is clearly stated online during the registration, IN RED!

My suggested answer to your question is:
As a runner, everyone should follow the rules.
If in the end only 2000+ can run in the challange group, and many people miss out, then it is HKAAA's responsibility to adjust accordingly. THEN we can judge whether HKAAA does the right thing or not.
