I would say go to see a family doctor and get a Xray done first.  If something is showing in the Xray, then get a referral from the family doctor to see a orthopedic specialist.  Physical therapist comes last because PT needs to know what the diagnosis is.  At least this is what we do here in North America.  For now, please tell her not to run until seen by a doctor.  Hope this helps!
