What you mean is I tell the race organizer of HK or others?

No, you don't have to.  The chip number has your personal info. in it (eg. name, age, address.......etc).  Race Organization needs your number so they know you are running the race, thats all.

So, I need to report the personal information to somewhere in HK before I can use it?
