You can find the general items from Nike shop or some local running sports shops, e.g 10K, Athlete Nation, etc.  However, there is a wide range of selection in the elite sports shops in Japan (Tokyo or Osaka).  Unfortunately, the exchange rate of Japanese Yen is consistently strong at the moment.

do you know any sport shops in Sapporo that carry Ascis shoes?

I am afraid not especially if you are looking for those popular shoes / items.  There are several recommended shops in Tokyo and one in Osaka.
