I would choose B as 50 yards is approximate to 50 meters which is a reasonable race distance for a kid. For C, 50 feet is too short which is about 17 meters. The question is told to 'choose the best estimate', which should refer to student's daily experience of running a race.

It is not easy to justify. Maybe it is a listening test or a compenshenion test. Students were required to answer the question according to the materials provided.

For the open ended question, it is not approicpate in MCQ.

I think you guys are missing the point. I have a kid, this is a typical math question for the 1st or 2nd grade in the US (based on the usage of miles and yards). If you look at what is asked in the 2nd question (just simple addition), you can tell it is part of a Math test or homework for lower grades. It has nothing to do with running. This is a test on sense of scale of various mesaurement units. This is equivalent to asking a child what is the best estimate of amount of water one may drink at lunch: an oz, a cup, or a gallon?
